## **Historical Roots: The Corporate Blueprint**

David Seymour’s [Regulatory Standards Bill](https://www.rnz.co.nz/news/political/563636/the-regulatory-standards-bill-what-is-it-what-does-it-propose-and-what-s-next?ref=themaorigreenlantern.maori.nz), which passed its first reading in May 2025, did not emerge from democratic demand. It originated from [a 2001 report commissioned by the Business Roundtable](https://www.rnz.co.nz/news/in-depth/564236/why-opponents-and-supporters-of-the-regulatory-standards-bill-are-so-far-apart?ref=themaorigreenlantern.maori.nz)—now the New Zealand Initiative—written by former Treasury director [Dr Bryce Wilkinson](https://www.rnz.co.nz/news/in-depth/564236/why-opponents-and-supporters-of-the-regulatory-standards-bill-are-so-far-apart?ref=themaorigreenlantern.maori.nz). This bill has [failed three times since 2006](https://www.rnz.co.nz/news/on-the-inside/505478/act-s-attempt-at-regulatory-reform-in-nz-has-failed-3-times-already-what-s-different-now?ref=themaorigreenlantern.maori.nz), yet the coalition agreement [guaranteed its passage](https://www.rnz.co.nz/news/in-depth/564236/why-opponents-and-supporters-of-the-regulatory-standards-bill-are-so-far-apart?ref=themaorigreenlantern.maori.nz).[\[5\]](#fn5)[\[6\]](#fn6)[\[7\]](#fn7)

[Emeritus Professor Jane Kelsey](https://e-tangata.co.nz/comment-and-analysis/proposed-bill-an-ideological-project-that-must-be-stopped/?ref=themaorigreenlantern.maori.nz) identifies the bill’s objective: “to bind governments forever to the neoliberal logic of economic freedom.” It establishes a [Regulatory Standards Board appointed by Seymour himself](https://www.rnz.co.nz/news/political/563636/the-regulatory-standards-bill-what-is-it-what-does-it-propose-and-what-s-next?ref=themaorigreenlantern.maori.nz), empowered to publicly critique legislation that doesn’t align with libertarian principles prioritizing [property rights over social, environmental, and Te Tiriti considerations](https://www.rnz.co.nz/news/political/538931/the-regulatory-standards-bill-what-you-need-to-know?ref=themaorigreenlantern.maori.nz).[\[8\]](#fn8)[\[9\]](#fn9)[\[5\]](#fn5)

The international connection is explicit. [Wilkinson’s lobbying incorporated the work of Richard A Epstein](https://thespinoff.co.nz/politics/18-09-2025/nz-first-is-digging-its-own-grave-by-backing-the-regulatory-standards-bill?ref=themaorigreenlantern.maori.nz), a [fringe American libertarian thinker](https://thespinoff.co.nz/politics/18-09-2025/nz-first-is-digging-its-own-grave-by-backing-the-regulatory-standards-bill?ref=themaorigreenlantern.maori.nz) associated with right-wing think tanks.[\[10\]](#fn10)[\[11\]](#fn11)

## **The American Parallel: Project 2025 and DOGE**

The similarities to Trump’s Project 2025 are undeniable. [Russell Vought, Director of the Office of Management and Budget](https://www.propublica.org/article/about-russell-vought-trump-shadow-president?ref=themaorigreenlantern.maori.nz), is [a key architect of Project 2025](https://www.propublica.org/article/about-russell-vought-trump-shadow-president?ref=themaorigreenlantern.maori.nz)—the [Heritage Foundation’s 920-page blueprint](https://en.wikipedia.org/wiki/Project%5F2025?ref=themaorigreenlantern.maori.nz) to reshape the federal government. Vought founded [the Center for Renewing America](https://www.politico.com/news/2024/02/20/donald-trump-allies-christian-nationalism-00142086?ref=themaorigreenlantern.maori.nz), which seeks to [“renew a consensus of America as a nation under God”](https://www.politico.com/news/2024/02/20/donald-trump-allies-christian-nationalism-00142086?ref=themaorigreenlantern.maori.nz) and advocates [Christian nationalism](https://www.politico.com/news/2024/02/20/donald-trump-allies-christian-nationalism-00142086?ref=themaorigreenlantern.maori.nz)—the fusion of American identity with Christian doctrine.[\[12\]](#fn12)[\[13\]](#fn13)[\[14\]](#fn14)

[Vought drafted over 350 executive orders, regulations and memos](https://en.wikipedia.org/wiki/Russell%5FVought?ref=themaorigreenlantern.maori.nz) for Trump’s second term, creating what he called [“shadow agencies”](https://en.wikipedia.org/wiki/Russell%5FVought?ref=themaorigreenlantern.maori.nz). His vision includes [banning pornography, dismantling federal oversight, and deploying military for domestic law enforcement](https://en.wikipedia.org/wiki/Russell%5FVought?ref=themaorigreenlantern.maori.nz). During the October 2025 government shutdown, [Vought initiated mass firings of federal workers](https://www.1news.co.nz/2025/10/11/white-house-begin-mass-firings-of-federal-workers-in-govt-shutdown/?ref=themaorigreenlantern.maori.nz)—an aggressive escalation beyond typical shutdown procedures.[\[15\]](#fn15)[\[16\]](#fn16)

Elon Musk’s [Department of Government Efficiency (DOGE)](https://www.rnz.co.nz/news/on-the-inside/542018/elon-musk-s-doge-agency-is-at-the-centre-of-controversy-in-the-us-so-what-is-it?ref=themaorigreenlantern.maori.nz), created via executive order, [slashed 12% of the federal workforce](https://www.rnz.co.nz/news/world/562542/elon-musk-has-left-the-trump-administration-white-house-confirms?ref=themaorigreenlantern.maori.nz)—approximately 260,000 workers—through [“threats of firings, buyouts and early retirement offers”](https://www.rnz.co.nz/news/world/562542/elon-musk-has-left-the-trump-administration-white-house-confirms?ref=themaorigreenlantern.maori.nz). Despite promises of [$2 trillion in savings](https://www.rnz.co.nz/news/world/562023/elon-musk-s-doge-prompts-new-york-leaders-to-take-aim-at-tesla?ref=themaorigreenlantern.maori.nz), DOGE claimed only [$170 billion](https://www.rnz.co.nz/news/world/562023/elon-musk-s-doge-prompts-new-york-leaders-to-take-aim-at-tesla?ref=themaorigreenlantern.maori.nz) while [gutting agencies like USAID](https://www.rnz.co.nz/news/world/562023/elon-musk-s-doge-prompts-new-york-leaders-to-take-aim-at-tesla?ref=themaorigreenlantern.maori.nz), which lost nearly 20,000 workers.[\[17\]](#fn17)[\[18\]](#fn18)[\[19\]](#fn19)

The parallel in Aotearoa? Seymour’s Regulatory Standards Bill operates like DOGE—[an advisory body with non-binding recommendations](https://www.rnz.co.nz/news/political/563636/the-regulatory-standards-bill-what-is-it-what-does-it-propose-and-what-s-next?ref=themaorigreenlantern.maori.nz) that [creates political pressure on ministers](https://e-tangata.co.nz/uncategorised/how-the-regulatory-standards-bill-gives-companies-more-rights-than-the-public/?ref=themaorigreenlantern.maori.nz) to conform to ideological principles or face public criticism. The bill would [cost an estimated $18 million annually](https://www.rnz.co.nz/news/political/561717/david-seymour-defends-18m-annual-cost-of-regulatory-standards-bill?ref=themaorigreenlantern.maori.nz)—money that could employ dozens of mental health workers.[\[5\]](#fn5)[\[20\]](#fn20)[\[21\]](#fn21)

## **The Money: Who Benefits?**

The coalition’s mental health failures are not accidental—they’re funded. ACT Party leader David Seymour received [nearly $1 million in donations](https://www.nzherald.co.nz/nz/politics/act-party-donations-drive-nets-almost-1-million-from-rich-listers/TC65IND7DIGN6GIMQAK3IGYTQ4/?ref=themaorigreenlantern.maori.nz) in 2024, including [$100,000 from billionaire Graeme Hart](https://www.nzherald.co.nz/nz/politics/act-party-donations-drive-nets-almost-1-million-from-rich-listers/TC65IND7DIGN6GIMQAK3IGYTQ4/?ref=themaorigreenlantern.maori.nz)—New Zealand’s richest man, worth [US$10.6 billion](https://www.rnz.co.nz/news/business/513312/peter-jackson-graeme-hart-the-kiwis-that-featured-on-forbes-billionaires-list?ref=themaorigreenlantern.maori.nz). Hart’s [Rank Group donated $700,000 to right-wing parties](https://www.rnz.co.nz/news/political/498251/billionaire-graeme-hart-s-700k-in-donations-to-right-wing-parties?ref=themaorigreenlantern.maori.nz) between 2021-2023—[$200,000 to ACT, $400,000 to National, $100,000 to NZ First](https://www.rnz.co.nz/news/political/498251/billionaire-graeme-hart-s-700k-in-donations-to-right-wing-parties?ref=themaorigreenlantern.maori.nz).[\[22\]](#fn22)[\[23\]](#fn23)[\[24\]](#fn24)

In 2023, [National raised $10.4 million in donations](https://www.rnz.co.nz/news/top/515911/national-raised-10-point-4m-in-donations-in-2023?ref=themaorigreenlantern.maori.nz)—more than double any other party. [ACT received $4.3 million](https://www.rnz.co.nz/news/top/515911/national-raised-10-point-4m-in-donations-in-2023?ref=themaorigreenlantern.maori.nz). Donors [stick to one side of the political spectrum](https://www.rnz.co.nz/news/in-depth/523415/why-new-zealand-political-donations-have-more-than-tripled?ref=themaorigreenlantern.maori.nz), and [one admitted large donations help “get a meeting with the minister”](https://www.rnz.co.nz/news/in-depth/523415/why-new-zealand-political-donations-have-more-than-tripled?ref=themaorigreenlantern.maori.nz).[\[25\]](#fn25)[\[26\]](#fn26)

Internationally, the [Heritage Foundation raised over $150 million in 2023](https://www.heritage.org/press/heritage-foundation-raises-more-150-million-record-breaking-fundraising-year?ref=themaorigreenlantern.maori.nz)—described as [“a vote of confidence”](https://www.heritage.org/press/heritage-foundation-raises-more-150-million-record-breaking-fundraising-year?ref=themaorigreenlantern.maori.nz) in Project 2025\. [Nearly 40 Project 2025 advisory organizations received funding from dark-money groups](https://www.nbcnews.com/politics/2024-election/donations-surged-groups-linked-conservative-project-2025-rcna125638?ref=themaorigreenlantern.maori.nz) linked to [Leonard Leo](https://www.nbcnews.com/politics/2024-election/donations-surged-groups-linked-conservative-project-2025-rcna125638?ref=themaorigreenlantern.maori.nz)—the Federalist Society co-chairman who shaped Trump’s judicial appointments and [received a $1.6 billion gift](https://www.politico.com/news/2023/05/02/leonard-leo-federalist-society-00094761?ref=themaorigreenlantern.maori.nz), likely [the largest political donation in U.S. history](https://www.politico.com/news/2023/05/02/leonard-leo-federalist-society-00094761?ref=themaorigreenlantern.maori.nz).[\[27\]](#fn27)[\[28\]](#fn28)[\[29\]](#fn29)

[Six billionaire fortunes funneled over $120 million](https://www.desmog.com/2024/08/14/project-2025-billionaire-donor-heritage-foundation-donald-trump-jd-vance-charles-koch-peter-coors/?ref=themaorigreenlantern.maori.nz) into Project 2025 advisory groups since 2020, including [funding from the Koch brothers](https://www.sourcewatch.org/index.php/Heritage%5FFoundation?ref=themaorigreenlantern.maori.nz), who [donated at least $4.8 million to Heritage](https://www.sourcewatch.org/index.php/Heritage%5FFoundation?ref=themaorigreenlantern.maori.nz) between 1998-2012.[\[30\]](#fn30)[\[31\]](#fn31)

## **The Mental Health Crisis: Quantified Harm**

While corporations fund ideological restructuring, the mental health system collapses:

## **Māori Health: The Deliberate Dismantling**

Te Aka Whai Ora—[established in 2022 following decades of Māori health advocacy](https://www.rnz.co.nz/news/in-depth/514549/how-the-coalition-plans-to-replace-the-quickly-scrapped-maori-health-authority?ref=themaorigreenlantern.maori.nz)—was [dismantled under urgency in February 2024](https://www.rnz.co.nz/news/political/510396/bill-to-disestablish-maori-health-authority-passes-third-reading?ref=themaorigreenlantern.maori.nz), passing all three readings in under 24 hours. [Green MP Hūhana Lyndon](https://www.rnz.co.nz/news/in-depth/514549/how-the-coalition-plans-to-replace-the-quickly-scrapped-maori-health-authority?ref=themaorigreenlantern.maori.nz) called it “the recolonisation of hauora Māori.”[\[42\]](#fn42)[\[4\]](#fn4)

Health Minister Shane Reti promised [“a different path”](https://www.nzherald.co.nz/kahu/maori-health-services-struggle-amid-te-aka-whai-ora-disestablishment-and-cuts-rob-campbell/KEVJYHPZ7JEB7CWMX6DKQBVNAY/?ref=themaorigreenlantern.maori.nz) would improve Māori health outcomes. The reality? [Iwi Māori Partnership Boards struggle with inadequate funding](https://www.nzherald.co.nz/kahu/maori-health-services-struggle-amid-te-aka-whai-ora-disestablishment-and-cuts-rob-campbell/KEVJYHPZ7JEB7CWMX6DKQBVNAY/?ref=themaorigreenlantern.maori.nz), with [some using private sector resources to fill gaps](https://www.nzherald.co.nz/kahu/maori-health-services-struggle-amid-te-aka-whai-ora-disestablishment-and-cuts-rob-campbell/KEVJYHPZ7JEB7CWMX6DKQBVNAY/?ref=themaorigreenlantern.maori.nz).
