Auckland City Missioner Helen Robinson says she has > "never seen this scale of homelessness" in thirteen years in the role ([1News/TVNZ Q+A](https://www.1news.co.nz/2026/06/28/perverse-incentive-msd-staff-metrics-include-emergency-housing-grants/?ref=themaorigreenlantern.maori.nz)). **The solution.** Strip every housing-decline metric out of MSD staff performance agreements immediately, replace it with a metric that grades staff on successful, stable exits from homelessness, and restore the ringfenced kaupapa Māori housing funding this Government has already been documented cutting ([The Māori Green Lantern, "The Whare Is On Fire and the Government Is Handing Out Fines," 28 May 2026](https://www.themaorigreenlantern.maori.nz/the-whare-is-on-fire-and-the-government-is-handing-out-fines-28-may-2026/)). **Tikanga impact for the Western mind.** In manaakitanga, hospitality to the vulnerable is not conditional on a spreadsheet. You do not calculate whether sheltering someone helps your quarterly numbers — you shelter them because they are in front of you and they are cold. > Grading a human being's employment performance on how many other human beings they refused shelter to is not a policy failure. The Government's own Regulatory Impact Assessment for the enabling legislation projected 85 percent of young people who would become eligible for the related Youth Serious Offender declaration would be Māori, a figure cited in People Against Prisons Aotearoa's formal submission on the Bill. **The solution.** Redirect every dollar spent on military-style academies into kaupapa Māori, whānau-led interventions with a track record — the exact reallocation I have already called for.
