A network connecting former National Prime Minister [Sir Bill English’s ImpactLab](https://theintegrityinstitute.substack.com/p/impactlab), the scandal-plagued [Andrew Coster](https://www.rnz.co.nz/news/political/578556/former-police-commissioner-andrew-coster-placed-on-leave-from-ceo-role-after-release?ref=themaorigreenlantern.maori.nz), and a model that treats our most vulnerable as [actuarial liabilities](https://www.themaorigreenlantern.maori.nz/content/files/pq/article/download/4382/3875/5795.pdf) rather than taonga.[rnz+4](https://www.rnz.co.nz/news/political/579816/first-recipients-of-social-investment-funding-revealed?ref=themaorigreenlantern.maori.nz)​

## Whakapapa of a Failed Ideology

Social investment is not new—it’s [Bill English’s brainchild from his time as Finance Minister](https://www.rnz.co.nz/news/political/547/social-investment-what-you-need-to-know?ref=themaorigreenlantern.maori.nz), premised on treating social spending as “investment” and measuring “forward fiscal liabilities”. The approach uses [actuarial methods borrowed from insurance companies](https://www.themaorigreenlantern.maori.nz/content/files/s/171208-cpag-further-fraying-of-the-welfare-safety-web-3367.pdf) to predict which New Zealanders will “cost the most money”. Economist [Shamubeel Eaqub warned in 2016](https://www.rnz.co.nz/news/political/312421/data-driven-social-welfare-policy-lacks-humanity-economist?ref=themaorigreenlantern.maori.nz) this data-driven approach lacks “empathy and compassion”. Yet Finance Minister [Nicola Willis has resurrected this failed framework](https://www.rnz.co.nz/news/political/561069/budget-2025-nicola-willis-announces-dollar190m-social-investment-fund?ref=themaorigreenlantern.maori.nz), allocating [$190 million over four years](https://www.beehive.govt.nz/release/youth-targeted-social-investment-fund?ref=themaorigreenlantern.maori.nz) through the [Social Investment Agency](https://www.sia.govt.nz/?ref=themaorigreenlantern.maori.nz), now headed by [disgraced former Police Commissioner Andrew Coster](https://www.rnz.co.nz/news/political/578556/former-police-commissioner-andrew-coster-placed-on-leave-from-ceo-role-after-release?ref=themaorigreenlantern.maori.nz). Coster was [placed on leave in November 2025](https://www.rnz.co.nz/news/political/578556/former-police-commissioner-andrew-coster-placed-on-leave-from-ceo-role-after-release?ref=themaorigreenlantern.maori.nz) after an [IPCA report found](https://www.nzherald.co.nz/nz/politics/andrew-coster-on-borrowed-time-thomas-coughlan/premium/5YCAGNVKKVHC5FKNXWXF6PG7WA/?ref=themaorigreenlantern.maori.nz) “serious misconduct at the highest levels” over his handling of sexual assault allegations against Deputy Commissioner Jevon McSkimming. ## The Bill English Industrial Complex

Behind the rhetoric of “early intervention” lurks a deeper conflict of interest. [Sir Bill English](https://theintegrityinstitute.substack.com/p/impactlab) chairs [ImpactLab](https://www.impactlab.co.nz/faq?ref=themaorigreenlantern.maori.nz), a company that evaluates social programmes using [“GoodMeasure” analytics](https://democracyproject.nz/2024/05/26/bryce-edwards-the-negative-social-impact-of-taxpayer-funded-partisan-charities/?ref=themaorigreenlantern.maori.nz) to calculate “return on investment”. ## Who Gets the Money—and Why

Of the seven funded organisations, only three are kaupapa Māori providers: [Te Hou Ora Whānau Services (Dunedin)](https://www.rnz.co.nz/news/political/579816/first-recipients-of-social-investment-funding-revealed?ref=themaorigreenlantern.maori.nz), [Tākiri Mai te Ata Trust (Lower Hutt)](https://www.takirimai.org.nz/?ref=themaorigreenlantern.maori.nz), [Te Puawaitanga ki Ōtautahi (Christchurch)](https://www.healthpoint.co.nz/community-health-and-social-services/community-health/te-puawaitanga-ki-otautahi-trust-1/?ref=themaorigreenlantern.maori.nz), and [Ngāti Awa Social and Health Services Trust (Eastern Bay of Plenty)](https://terauora.com/waka-hourua-community-initiative-ngati-awa-social-health-services/?ref=themaorigreenlantern.maori.nz). These organisations have decades-long track records: [Te Hou Ora was established in 1976](https://terauora.com/directory-maori%5Fprovid/provider/te-hou-ora-whanau-services/?ref=themaorigreenlantern.maori.nz), [Ngāti Awa Social & Health Services since 1989](https://terauora.com/waka-hourua-community-initiative-ngati-awa-social-health-services/?ref=themaorigreenlantern.maori.nz), and [Te Puawaitanga ki Ōtautahi founded by the Māori Women’s Welfare League in 2005](https://www.nextsteps.org.nz/listing-item/te-puawaitanga-ki-otautahi-trust/?ref=themaorigreenlantern.maori.nz). Kaupapa Māori providers like Te Hou Ora and Ngāti Awa Social & Health Services carry the mahi despite performance-based funding constraints​

## The Privatisation Trojan Horse

National’s election platform promised to [“open the Social Investment Fund to investment from New Zealanders seeking positive social change”](https://www.national.org.nz/policies/social-investment-fund?ref=themaorigreenlantern.maori.nz). ## Data as Surveillance

Underpinning social investment is the [Integrated Data Infrastructure (IDI)](https://www.rnz.co.nz/news/political/539101/2m-upgrade-for-creaky-mega-government-database?ref=themaorigreenlantern.maori.nz), a [“mega database holding microdata about people and households”](https://www.rnz.co.nz/news/political/539101/2m-upgrade-for-creaky-mega-government-database?ref=themaorigreenlantern.maori.nz) from government agencies. The IDI was [“developed in 2011 and is still in prototype form”](https://www.rnz.co.nz/news/top/579178/stats-nz-grinding-gears-in-data-s-big-machine?ref=themaorigreenlantern.maori.nz). Statistics NZ told ministers it is [“outdated,” receiving little investment](https://www.rnz.co.nz/news/political/539101/2m-upgrade-for-creaky-mega-government-database?ref=themaorigreenlantern.maori.nz), with [“notable gaps” for Māori, Pacific, children, and disabled people](https://www.rnz.co.nz/news/political/539101/2m-upgrade-for-creaky-mega-government-database?ref=themaorigreenlantern.maori.nz). The Integrated Data Infrastructure tracks vulnerable whānau through the mega database, raising privacy and data sovereignty concerns​

## Cui Bono? Follow the Money

Willis stated the [$190 million fund will invest in “at least 20 initiatives”](https://www.beehive.govt.nz/speech/launch-social-investment-fund?ref=themaorigreenlantern.maori.nz) in its first year. Yet [funding comes from reallocating money](https://www.national.org.nz/policies/social-investment-fund?ref=themaorigreenlantern.maori.nz) from [“disappointing social impact evaluations”](https://www.national.org.nz/policies/social-investment-fund?ref=themaorigreenlantern.maori.nz). Who decides what’s “disappointing”? The same government that [axed Oranga Tamariki prevention contracts in June 2024](https://www.rnz.co.nz/news/political/540359/future-grim-for-intervention-services-after-oranga-tamariki-cuts?ref=themaorigreenlantern.maori.nz), causing [Barnardos CEO to warn the future looks “grim”](https://www.rnz.co.nz/news/political/540359/future-grim-for-intervention-services-after-oranga-tamariki-cuts?ref=themaorigreenlantern.maori.nz). Minister [Karen Chhour declared funding was](https://www.rnz.co.nz/news/political/540359/future-grim-for-intervention-services-after-oranga-tamariki-cuts?ref=themaorigreenlantern.maori.nz) “for the care and protection of children in state care. Nothing more nothing less”. Meanwhile, the [Social Investment Board](https://www.rnz.co.nz/news/political/533225/nicola-willis-announces-social-investment-board-members?ref=themaorigreenlantern.maori.nz)—chaired by [former Treasury Secretary Graham Scott](https://www.rnz.co.nz/news/political/533225/nicola-willis-announces-social-investment-board-members?ref=themaorigreenlantern.maori.nz), who [stood for ACT in 2005](https://www.rnz.co.nz/news/political/533225/nicola-willis-announces-social-investment-board-members?ref=themaorigreenlantern.maori.nz)—is paid [$319–$974 per day](https://www.rnz.co.nz/news/political/533225/nicola-willis-announces-social-investment-board-members?ref=themaorigreenlantern.maori.nz).[beehive+3](https://www.beehive.govt.nz/speech/launch-social-investment-fund?ref=themaorigreenlantern.maori.nz)​

The network is clear:

English profits from measuring outcomes. Willis allocates funding based on those measurements. Coster (despite being on leave) heads the agency. Scott’s board advises. All while [Oranga Tamariki was criticised by the Auditor-General](https://www.rnz.co.nz/news/national/561230/big-changes-possible-for-social-service-funding?ref=themaorigreenlantern.maori.nz) for [“abruptly axing contracts”](https://www.rnz.co.nz/news/national/561230/big-changes-possible-for-social-service-funding?ref=themaorigreenlantern.maori.nz) to vulnerable children. ## Harm Quantified

Let’s use their own actuarial logic. The [first $50 million supports 1,600+ children](https://www.beehive.govt.nz/release/youth-targeted-social-investment-fund?ref=themaorigreenlantern.maori.nz). That’s $31,250 per child. [Te Hou Ora supports 120 children](https://www.rnz.co.nz/news/political/579816/first-recipients-of-social-investment-funding-revealed?ref=themaorigreenlantern.maori.nz). At the average, that’s $3.75 million—yet they must deliver “measurable” reductions in [“school drop-out rates and justice and care system involvement”](https://www.rnz.co.nz/news/political/579816/first-recipients-of-social-investment-funding-revealed?ref=themaorigreenlantern.maori.nz). If they fail, funding evaporates. The government spends [$7 billion annually on social services](https://www.rnz.co.nz/news/political/561069/budget-2025-nicola-willis-announces-dollar190m-social-investment-fund?ref=themaorigreenlantern.maori.nz) from NGOs. The $190 million represents 2.7%.
