- Description: Nicola Willis did not balance the books. She cancelled your neighbours’ claims, halved your retirement top-up, sank the Cook Strait ferries, and called it fiscal responsibility. It is theft with a spreadsheet.

I am Ivor Jones, The Māori Green Lantern. You are on [The Māori Green Lantern](http://themaorigreenlantern.maori.nz/?ref=themaorigreenlantern.maori.nz), the independent research and truth-telling project that exists to protect whānau from misinformation, disinformation, racism, white supremacy, historical revisionism, neoliberalism and attacks on Māori rights.

The Māori Green Lantern would love for you to click on this essay because it has been designed to contain a wealth of information you can use in your daily life. There is a longform audio podcast explaining this kaupapa in detail, a short YouTube video explaining it in about a minute, and for the long-form readers there is a fully cited 3000-word essay waiting for you.

> I have designed this publication to be a repository for our mokopuna. One day they will look back at more than 1000 essays on neoliberalism, misinformation and disinformation in Aotearoa and say: the Māori Green Lantern and a few others were documenting these events and trying to protect us.

This essay destroys Nicola Willis’s claim to economic competence using Tika, Pono and Tikanga.

It covers:

- What she did to pay equity, KiwiSaver and the Cook Strait ferries;
- The numerical audit behind every dollar figure;
- The Tika, Pono and Tikanga test applied to her decisions;
- Three plain-language examples showing quantified harm, the Tikanga impact, and solutions;
- Earlier Māori Green Lantern essays on the same kaupapa;
- A customised Koha statement; and
- Why you should not vote this coalition government back in at the November election, and why I recommend party vote Green.

## The Vortex Of Greed: What Willis Actually Did

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_3.png)

Nicola Willis stands before the country claiming to be a careful manager of public money. That claim is a fraud, and the receipts are hers.

Budget 2025 was her moment. She announced that changes to pay equity, together with changed funding assumptions, freed $11 billion in operating funding and another $1.8 billion for capital investment, which she redirected to health, education and other priorities [A responsible Budget to secure NZ’s future](https://www.beehive.govt.nz/release/responsible-budget-secure-nz%E2%80%99s-future?ref=themaorigreenlantern.maori.nz).

> Let us name what that actually means. The Government discontinued all current pay equity claims and made review clauses in existing settlements unenforceable. New claims can only be brought under amended rules [Equal Pay Amendment Act](https://www.mbie.govt.nz/business-and-employment/employment-and-skills/employment-legislation-reviews/equal-pay-amendment-act?ref=themaorigreenlantern.maori.nz). Workplace Relations Minister Brooke van Velden announced those changes on 6 May 2025, promising a more robust, workable and sustainable system while explicitly identifying substantial Crown savings as the purpose [Changes to improve pay equity process](https://www.beehive.govt.nz/release/changes-improve-pay-equity-process?ref=themaorigreenlantern.maori.nz).

> Then the Minister used the savings as if they were her own discovery. Treasury’s own papers show the timeline. On 19 March 2025, Treasury advised Willis and Chris Bishop that the Government intended to pass legislation resetting pay equity settings before Budget Day [T2025/587 Budget Night Legislation](https://www.treasury.govt.nz/sites/default/files/2025-09/b25-t2025-587-5083219.pdf?ref=themaorigreenlantern.maori.nz). On 2 May 2025, Treasury’s report to Willis explained that closing pay equity contingencies helped fund the capital package, and that savings in later years formed part of the operating package [T2025/1134 Final Fiscal Forecasts](https://www.treasury.govt.nz/sites/default/files/2025-09/b25-t2025-1134-5118646.pdf?ref=themaorigreenlantern.maori.nz).

Treasury went further. It recorded that closing the funded and public sector pay equity tagged contingencies reduced operating expenses by $1.9 billion in 2024/25, with a neutral impact on cash and debt only because the money was used to fund the capital package [T2025/1134 Final Fiscal Forecasts](https://www.treasury.govt.nz/sites/default/files/2025-09/b25-t2025-1134-5118646.pdf?ref=themaorigreenlantern.maori.nz).

> This was not prudent bookkeeping. It was a raid on women workers’ wages, especially Māori and Pacific women, to buy fiscal headroom for other priorities. Willis defended it publicly. She cannot now pretend she was a bystander.

## KiwiSaver: The Top-Up They Took

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_4.png)

Willis’s KiwiSaver package is no gift. It is a transfer disguised as generosity.

She raised default employee and employer contributions from 3 percent toward 4 percent in two steps, while halving the government contribution and ending it for anyone earning more than $180,000 a year [KiwiSaver changes to encourage savings](https://www.beehive.govt.nz/release/kiwisaver-changes-encourage-savings?ref=themaorigreenlantern.maori.nz).

Inland Revenue confirms the mechanics: default employee and matching employer rates rose to 3.5 percent from 1 April 2026 and will rise to 4 percent from 1 April 2028; from 1 July 2025 the government contributes 25 cents per dollar, capped at $260.72 a year, and people earning over $180,000 receive nothing [KiwiSaver changes](https://www.ird.govt.nz/kiwisaver-changes?ref=themaorigreenlantern.maori.nz).

> Workers are paying more. Employers are paying more. The Crown is paying less. Willis presents the higher balances as her achievement, but the arithmetic belongs to the people whose wages are being diverted. It is not fiscal wisdom. It is austerity wearing a savings sticker.

## The Ferry Farce: A $671 Million Monument To Incompetence

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_8-1.png)

The Cook Strait ferry decision completes the picture.

Willis declined KiwiRail’s request for an additional $1.47 billion to address cost escalations, saying the project had almost quadrupled in cost since 2018 to approximately $3 billion [Additional ferry funding request declined](https://www.beehive.govt.nz/release/additional-ferry-funding-request-declined?ref=themaorigreenlantern.maori.nz).

The true figure is worse than the spin. When the iReX project was wound down, total costs reached $671 million, including earlier project expenditure, not merely a cancellation penalty; the final settlement with the shipbuilder was $144 million [Final cost of breaking South Korean ferry contract revealed](https://www.rnz.co.nz/news/politics/570081/final-cost-of-breaking-south-korean-ferry-contract-revealed?ref=themaorigreenlantern.maori.nz). Calling the whole $671 million a personal penalty manufactured by Willis would be false.

But the replacement is no vindication. The Government now promises a taxpayer contribution of no more than $1.7 billion, with ferries arriving in 2029 [New ferries operator announced, vessels named](https://www.beehive.govt.nz/release/new-ferries-operator-announced-vessels-named?ref=themaorigreenlantern.maori.nz). It claims the new programme saves $2.3 billion compared to the previous project, while acknowledging KiwiRail had the old project on course to $3.1 billion and Treasury had warned of $4 billion [New ferries operator announced, vessels named](https://www.beehive.govt.nz/release/new-ferries-operator-announced-vessels-named?ref=themaorigreenlantern.maori.nz).

That is a comparison built on the most expensive version of the old plan against a managed-down version of the new one. It does not erase the $671 million already sunk, the abandoned rail-enabled vessels, or the political decision to walk away from a project this Government itself had inherited and escalated. The defence deserves scrutiny, not applause.

## Tika, Pono, Tikanga: The Five Questions The System Failed

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_5-1.png)

Tikanga asks whether the system preserved their mana, recognised their whakapapa, respected their wairua, involved their whānau and returned them to wellbeing. Applied to Willis’s decisions, the answer is an emphatic no on every count.

- **Mana:** Pay equity claims were cancelled mid-process, stripping workers of the process through which they could prove their work had been undervalued. That is not neutrality; it is dismissal.
- **Whakapapa:** Wāhine Māori already face a gender pay gap substantially above the national figure, which was 5.3 percent in the June 2026 cohort and largely unchanged from 5.2 percent in 2025 [Gender pay gaps](https://www.women.govt.nz/gender-pay-gaps?ref=themaorigreenlantern.maori.nz). Cancelling pay equity attacks the very workers the system should be lifting.
- **Wairua:** KiwiSaver changes tell workers their future security matters less than the Crown’s balance sheet. Asking lower-paid workers to contribute more while the state contributes less is a spiritual as well as material diminishment.
- **Whānau:** No meaningful whānau involvement preceded the urgency legislation. The Equal Pay Amendment Act was fast-tracked under urgency, cutting out the scrutiny that affected communities deserved [Equal Pay Amendment Act](https://www.mbie.govt.nz/business-and-employment/employment-and-skills/employment-legislation-reviews/equal-pay-amendment-act?ref=themaorigreenlantern.maori.nz).
- **Wellbeing:** The ferry wind-down and replacement created sunk costs, lost capability and continuing uncertainty for port communities, rail workers and travellers. None of that was returned to wellbeing.

## Three Examples For The Western Mind

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_9.png)

Here are three examples to demonstrate the point, quantify the harm, offer solutions, and explain the Tikanga impact in language a Western audience can use.

### Example One: Pay Equity — $11 Billion Taken From Women’s Wages

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_6.png)

**The point:** Willis redirected $11 billion in operating funding and $1.8 billion in capital funding, part of which came from ending existing pay equity claims and changing funding assumptions [A responsible Budget to secure NZ’s future](https://www.beehive.govt.nz/release/responsible-budget-secure-nz%E2%80%99s-future?ref=themaorigreenlantern.maori.nz).

**Quantified harm:** Treasury independently records that closing pay equity tagged contingencies reduced expenses by $1.9 billion in 2024/25, with the savings used to fund the capital package [T2025/1134 Final Fiscal Forecasts](https://www.treasury.govt.nz/sites/default/files/2025-09/b25-t2025-1134-5118646.pdf?ref=themaorigreenlantern.maori.nz). The Human Rights Commission has found that the 2023 community and iwi social worker settlement raised annual earnings by about $10,100 per worker, increased total income by about $6,000 after other income changes, and lifted employment attachment by 1.8 percentage points [Pay equity settlement for social workers](https://tikatangata.org.nz/news/pay-equity-settlement-for-social-workers-delivers-more-than-just-bigger-pay-packets?ref=themaorigreenlantern.maori.nz). Cancelling claims throws away those proven gains.

**Solution:** Restore discontinued pay equity claims, reinstate enforceable review clauses, and fund settlements through honest revenue and expenditure choices rather than cancelling workers’ rights.

**Tikanga impact for the Western mind:** Think of Tikanga as the system’s duty of care to a person’s standing, ancestry, spirit, family and health. Cancelling pay equity denied mana by treating women’s claims as expendable; it ignored whakapapa because wāhine Māori and Pacific women carry the highest pay gaps; it injured wairua by declaring their work not worth investigating; it excluded whānau by acting under urgency without their voices; and it blocked wellbeing by removing a proven route to higher, stable incomes [Pay Equity](https://tikatangata.org.nz/our-work/pay-equity?ref=themaorigreenlantern.maori.nz).

I have traced this same theft before in “$12.8 Billion Stolen: How The Coalition Gutted Pay Equity, Destroyed Māori Health Services, And Imported America’s Corporate Takeover” [The Māori Green Lantern, 4 November 2025](https://www.themaorigreenlantern.maori.nz/128-billion-stolen-how-the-coalition/).

### Example Two: KiwiSaver — Workers Pay More, The State Pays Less

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_7.png)

**The point:** Willis’s package raises default contributions while cutting the Crown’s contribution.

**Quantified harm:** Default employee and employer rates moved from 3 percent to 3.5 percent from 1 April 2026 and to 4 percent from 1 April 2028\. The government contribution was halved to 25 cents per dollar, capped at $260.72 per year, and removed entirely for people earning more than $180,000 [KiwiSaver changes](https://www.ird.govt.nz/kiwisaver-changes?ref=themaorigreenlantern.maori.nz). A worker contributing at the default rate is now setting aside more of each pay packet while the state’s top-up shrinks.

**Solution:** Restore the previous government contribution rate and threshold, and make any increase in default contributions conditional on the Crown maintaining its share.

**Tikanga impact for the Western mind:** Retirement security is part of returning whānau to wellbeing. Taking the state’s contribution while asking workers to pay more breaks the principle of collective care. It tells Māori and low-income workers that their future is less important than the Government’s spreadsheet.

I have covered this distortion in “The Great Deception: How Nicola Willis Stole $12.8 Billion…” [The Māori Green Lantern, 4 September 2025](https://www.themaorigreenlantern.maori.nz/the-great-deception-how-nicola-willis/), which identifies halving the KiwiSaver contribution as a second major source of Willis’s claimed savings.

---

### Example Three: The Cook Strait Ferries — $671 Million Sunk, $1.7 Billion Promised

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_10-1.png)

**The point:** Willis walked away from the ferry replacement after KiwiRail asked for $1.47 billion more, then the Government committed to a new programme costing taxpayers no more than $1.7 billion.

**Quantified harm:** The abandoned iReX project cost $671 million in total when wound down, including earlier expenditure, with a $144 million final shipbuilder settlement [Final cost of breaking South Korean ferry contract revealed](https://www.rnz.co.nz/news/politics/570081/final-cost-of-breaking-south-korean-ferry-contract-revealed?ref=themaorigreenlantern.maori.nz). The replacement promise is $1.7 billion, with vessels due in 2029 [New ferries operator announced, vessels named](https://www.beehive.govt.nz/release/new-ferries-operator-announced-vessels-named?ref=themaorigreenlantern.maori.nz). The Government’s claimed $2.3 billion saving compares a managed-down replacement against the most expensive version of the old project and does not erase sunk costs.

**Solution:** Publish an independent, full-lifecycle comparison of the abandoned and replacement programmes, including rail capability, port infrastructure, contingency and 30-year operating costs, before any further commitment.

**Tikanga impact for the Western mind:** Infrastructure decisions affect whenua, wai and the movement of whānau. Cancelling a project mid-stream without a honest public account disrespects the whakapapa of the whenua and the mana of communities dependent on the Cook Strait connection. It breaks wairua by treating public assets as disposable, excludes whānau from genuine scrutiny, and delays wellbeing for regions that need reliable ferry services.

I have previously traced this fiscal vandalism in “The Coward of Kenepuru: Nicola Willis’s $2.9 Billion Betrayal” [The Māori Green Lantern, 22 December 2025](https://www.themaorigreenlantern.maori.nz/the-coward-of-kenepuru-nicola-williss/).

## The Whole Essay Is Here For You

The Māori Green Lantern would love for you to click on this essay because it is built as a toolkit for your daily life. The longform audio podcast lays this kaupapa out in detail. The short YouTube video explains it in about a minute. This cited longform essay is the full record for readers who want the sources.

I designed The Māori Green Lantern to be a repository for our mokopuna. When they look back at more than 1000 essays on neoliberalism, misinformation and disinformation in Aotearoa, I want them to say the Māori Green Lantern and a few others were documenting these events and trying to protect us.

## Why You Must Not Vote This Coalition Back In

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_12.png)

Nicola Willis is not a careful manager. She is a minister who cancelled women’s pay equity claims to free $11 billion for other priorities [A responsible Budget to secure NZ’s future](https://www.beehive.govt.nz/release/responsible-budget-secure-nz%E2%80%99s-future?ref=themaorigreenlantern.maori.nz), cut the Crown’s KiwiSaver contribution while asking workers to save more [KiwiSaver changes](https://www.ird.govt.nz/kiwisaver-changes?ref=themaorigreenlantern.maori.nz), and presided over a $671 million ferry wind-down before promising a $1.7 billion replacement [Final cost of breaking South Korean ferry contract revealed](https://www.rnz.co.nz/news/politics/570081/final-cost-of-breaking-south-korean-ferry-contract-revealed?ref=themaorigreenlantern.maori.nz); [New ferries operator announced, vessels named](https://www.beehive.govt.nz/release/new-ferries-operator-announced-vessels-named?ref=themaorigreenlantern.maori.nz).

The Waitangi Tribunal has found this Government acted without good faith and breached Te Tiriti principles in dismantling Māori health structures [Hautupua: Te Aka Whai Ora Priority Report, Part 1](https://www.waitangitribunal.govt.nz/en/news/tribunal-releases-report-on-disestablishment-of-te-aka-whai-ora?ref=themaorigreenlantern.maori.nz). The same pattern runs through pay equity: urgency, no consultation, and cancelled claims.

Do not reward that record with another term. Party vote Green. The Green Party offers a coherent alternative grounded in public services, wealth distribution and Te Tiriti obligations—not because they are beyond criticism, but because this coalition has forfeited the right to govern.

Voting Green is not an endorsement of perfection. It is a refusal to normalise a Government that treats women’s wages, workers’ retirement and Māori health as line items to be deleted.

The taiaha stays raised. The record is here. November is the reckoning.

## Koha Consideration: Support And Protect This Truth-Telling

![](https://storage.ghost.io/c/b1/cd/b1cd2cb0-95e8-4ee7-ad91-84123e3121bd/content/images/2026/11/The_Tikanga_Budget_Audit_-_Slide_14.png)

You might ask who is paying the Māori Green Lantern to produce more than 1000 high quality, high volume, cited, factually based educational essays fighting misinformation and disinformation from the far right in today’s New Zealand society?

The answer is you do.

The Māori Green Lantern is supported through koha and that is it. You might think there is a line of corporate entities lavishly funding Ivor. That would be incorrect. There are no corporates supporting this mahi.

Every koha signals that whānau are ready to support and protect the accountability that Crown and corporate structures will not provide. It signals that rangatiratanga includes the power to support our own truth tellers.

This essay names Nicola Willis’s pay equity raid, KiwiSaver cut and ferry failure. If that record matters to you, consider a koha to ensure this voice continues.

Kia kaha, whānau. Stay vigilant. Stay connected. And if you are able, consider a koha to ensure this voice continues. If you are unable to koha, no worries! Subscribe or follow the Māori Green Lantern at [The Māori Green Lantern](http://themaorigreenlantern.maori.nz/?ref=themaorigreenlantern.maori.nz), kōrero and share with your whānau and friends.
