The announcement on November 24, 2025 of the first $50 million in Social Investment Fund allocations reveals a sophisticated sleight of hand:

the government claims to support vulnerable tamariki while embedding a neoliberal infrastructure designed to extract data, privatise outcomes, and reward political insiders. Seven organisations will receive funding to support children whose parents are in prison, have been in care, or were suspended from school before age 13. On the surface, worthy kaupapa. Beneath? A network connecting former National Prime Minister Sir Bill English’s ImpactLab, the scandal-plagued Andrew Coster, and a model that treats our most vulnerable as actuarial liabilities rather than taonga.rnz+4

Whakapapa of a Failed Ideology

Social investment is not new—it’s Bill English’s brainchild from his time as Finance Minister, premised on treating social spending as “investment” and measuring “forward fiscal liabilities”. The approach uses actuarial methods borrowed from insurance companies to predict which New Zealanders will “cost the most money”. Economist Shamubeel Eaqub warned in 2016 this data-driven approach lacks “empathy and compassion”. The Council of Trade Unions noted it treats symptoms, not causes—like poverty.rnz+5

Yet Finance Minister Nicola Willis has resurrected this failed framework, allocating $190 million over four years through the Social Investment Agency, now headed by disgraced former Police Commissioner Andrew Coster. Coster was placed on leave in November 2025 after an IPCA report found “serious misconduct at the highest levels” over his handling of sexual assault allegations against Deputy Commissioner Jevon McSkimming. Willis herself called the findings “shocked and appalling”. Yet this is the man chosen to steward a system targeting our most vulnerable tamariki.rnz+4

The Bill English Industrial Complex

Behind the rhetoric of “early intervention” lurks a deeper conflict of interest. Sir Bill English chairs ImpactLab, a company that evaluates social programmes using “GoodMeasure” analytics to calculate “return on investment”. His daughter Maria English serves as CEO. In 2024, the Government funded the “I Am Hope” charity $24 million based on an ImpactLab report claiming a $5.70 return per dollar invested—a report commissioned by the charity itself.theintegrityinstitute.substack+1

Critics noted “three Government ministers repeatedly cited” this ImpactLab figure, raising questions of “favoritism or ‘cronyism’”. English also conducted the $500,000 Kāinga Ora review—funded from emergency housing budgets—which prioritised “fiscal sustainability” over social outcomes. A Reddit analysis noted “the government’s active revitalisation of the social investment approach... creates the very market that ImpactLab serves”. Who Gets the Money—and Why

Of the seven funded organisations, only three are kaupapa Māori providers: Te Hou Ora Whānau Services (Dunedin), Tākiri Mai te Ata Trust (Lower Hutt), Te Puawaitanga ki Ōtautahi (Christchurch), and Ngāti Awa Social and Health Services Trust (Eastern Bay of Plenty). These organisations have decades-long track records: Te Hou Ora was established in 1976, Ngāti Awa Social & Health Services since 1989, and Te Puawaitanga ki Ōtautahi founded by the Māori Women’s Welfare League in 2005. Yet they receive no additional base funding—only performance-based contracts measuring “health, safety, housing, knowledge and skills, income and wealth”.beehive+5

The non-Māori recipients include Barnardos New Zealand (Māngere), Horowhenua New Zealand Trust (Levin), and Kaikaranga Holding Ltd (Auckland). Barnardos, funded partially by government since 1904, saw $700,000 cut from refuges in 2020 and faced contract cancellations by Oranga Tamariki in 2025. Kaikaranga (formerly Taikura Trust) provides disability support but operates under a corporate holding structure with 22 stakeholders across 21 entities. Who benefits when outcomes are measured in dollars rather than wellbeing?1news+6

The Privatisation Trojan Horse

Social investment’s true intent emerges in its embrace of “social impact bonds” (SIBs)—contracts where private investors fund services and are repaid with profit if outcomes are met. National’s election platform promised to “open the Social Investment Fund to investment from New Zealanders seeking positive social change”. Mental Health Minister Matt Doocey sought advice on SIBs in February 2024, though officials warned they are “costly to implement” and “not cost saving”.rnz+3

New Zealand trialled two SIBs in 2017:

one reduced youth reoffending by 30% but another aimed at mental health employment “ended in 2018 due to low numbers”. A 2015 NZ Initiative opinion piece defended SIBs, claiming “government only pays for successful projects”. But academic research warns SIBs undermine “transparency, controllability, responsiveness and liability”. Globally, the evidence is damning: a Conversation article notes “focusing on narrow fiscal outcomes” may “undermine National’s stated goal”. When profit drives care, who loses?theconversation+3

Data as Surveillance

Underpinning social investment is the Integrated Data Infrastructure (IDI), a “mega database holding microdata about people and households” from government agencies. The IDI was “developed in 2011 and is still in prototype form”. Statistics NZ told ministers it is “outdated,” receiving little investment, with “notable gaps” for Māori, Pacific, children, and disabled people. The government allocated $2 million in October 2024 to upgrade it, plus $1.4 million for a “sandpit” for Social Investment Agency researchers.rnz+1

Professor Tahu Kukutai warned “Māori trust in Stats NZ isn’t great” after “failure to implement Māori data governance”. The NZ Council for Civil Liberties wrote that Stats NZ refuses to let people access their own IDI data, violating the Privacy Act. A 2025 Privacy Commissioner survey found 67% of New Zealanders concerned about organisations sharing data without consent, and 32% of Māori avoided contacting government due to privacy fears—double the non-Māori rate. When the state treats data as currency, our whakapapa becomes collateral.rnz+2

Cui Bono? Follow the Money

Willis stated the $190 million fund will invest in “at least 20 initiatives” in its first year. Yet funding comes from reallocating money from “disappointing social impact evaluations”. Who decides what’s “disappointing”? The same government that axed Oranga Tamariki prevention contracts in June 2024, causing Barnardos CEO to warn the future looks “grim”. Minister Karen Chhour declared funding was “for the care and protection of children in state care. Nothing more nothing less”. Meanwhile, the Social Investment Board—chaired by former Treasury Secretary Graham Scott, who stood for ACT in 2005—is paid $319–$974 per day.beehive+3

The network is clear:

English profits from measuring outcomes. Willis allocates funding based on those measurements. Coster (despite being on leave) heads the agency. Scott’s board advises. All while Oranga Tamariki was criticised by the Auditor-General for “abruptly axing contracts” to vulnerable children. This is not care. It’s extraction.rnz

Harm Quantified

Let’s use their own actuarial logic. The first $50 million supports 1,600+ children. That’s $31,250 per child. Te Hou Ora supports 120 children. At the average, that’s $3.75 million—yet they must deliver “measurable” reductions in “school drop-out rates and justice and care system involvement”. If they fail, funding evaporates. The “pressure to perform” in SIBs creates “incentives to cherry-pick easier cases”. Meanwhile, Ngāti Awa Social & Health Services struggles to power 15 new housing units with a $228,657 grant from Trust Horizon. Where is the $190 million for housing?ssir+4

The government spends $7 billion annually on social services from NGOs. The $190 million represents 2.7%. As one critic noted, “If this were privatisation, it would be death by a million cuts”. The harm is systemic: data stigmatisation, privacy violations, profit incentives, and conflicts of interest all compounded by leadership under investigation.rnz+1

Rangatiratanga Action

Expose the whakapapa. Demand transparency on ImpactLab’s government contracts. Challenge the IDI’s Māori data governance failures. Support kaupapa Māori providers like Te Hou Ora, Tākiri Mai te Ata, Te Puawaitanga, and Ngāti Awa Social & Health who carry the mahi despite performance shackles. Reject the actuarial lie that our tamariki are liabilities. We are taonga. Our futures are not for sale.

The Ring does not lie. Social investment is shadow money—enriching gatekeepers, privatising care, and treating our mokopuna as data points. The taiaha reveals the truth: this is neoliberalism in mātauranga drag, and it must be named, resisted, and dismantled.
