Shane Jones, the Māori face of neoliberalism, stands as the perfect puppet for this extractive regime

This essay exposes how Jones and his coalition government are weaponising fast-track legislation to gift sacred Māori lands and waters to wealthy developers, while silencing the voices of mana whenua. From the planned corporate marina at Waipiro Bay to the industrial sand mining at Bream Bay, we witness a systematic assault on Māori sovereignty disguised as progress. These are not isolated incidents but part of a broader pattern of neoliberal extraction that treats our whenua and moana as commodities for private profit.

Background
The Fast-track Approvals Act 2024 represents the coalition government's most aggressive assault on environmental protections and democratic processes since the neoliberal revolution of the 1980s. The system operates with breathtaking efficiency for corporate interests. Of the 384 applications received, 149 projects were selected for fast-tracking, including 11 mining projects, 44 housing developments, and multiple infrastructure projects. Crucially, the advisory group "did not and was not expected to undertake any assessment of environmental effects" when considering projects.rnz+2
For Māori, this legislation represents a fundamental breach of Te Tiriti o Waitangi. As Catherine Delahunty notes, the bill creates "clauses of limitation" rather than protection for tangata whenua rights, leaving iwi and hapū "legally powerless to challenge proposals such as seabed mining or any development that threatens the water quality of their awa or ancestral whenua".rnz
The Waipiro Bay Giveaway
At Waipiro Bay, near Russell, we see the fast-track system in its full colonial glory. The proposed 250-berth marina, driven by Azuma Property (owned by Sky TV founder Craig Heatley) and Hopper Developments, will gift nine hectares of coastal marine area to private developers for superyacht berths costing up to $1.2 million each.nzherald+1
Kohu Hakaraia of Te Rāwhiti hapū Ngāti Kuta and Patukeha delivered the truth with crystalline clarity: "We're deeply concerned that nine hectares or more will be gifted to a private developer for their own profit. This has been a kai gathering spot for our whānau for generations. Our rangatira Te Wharerahi lived on the pā there".rnz
The project's approval by Infrastructure Minister Chris Bishop came "with no support from local iwi and hapū Ngāti Kuta, Patukeha, and Ngāti Hine". Yet Bishop declared himself "satisfied the project would have significant regional or national benefits" - benefits that flow directly to wealthy boat owners while destroying a traditional mahinga kai site.nzherald
The Sand Mining Scandal
The fast-tracking of McCallum Brothers' Bream Bay sand mining operation represents industrial-scale environmental destruction masquerading as economic development. This Auckland-based company plans to extract 8.45 million cubic metres of irreplaceable 6000-year-old sand over 35 years - sand that "will never be replenished".rnz
The environmental carnage is undeniable. As Malcolm Morrison from Bream Bay Guardians explained: "The problems with sand mining in Bream Bay is that it's a closed sand system. Once you've taken sand out, it's not replaced by sand from the ocean, its just gone. And once that happens the beaches will start degrading".rnz
McCallum Brothers' track record reveals a company that operates with impunity. After decades of mining at Pakiri, the Environment Court found their evidence "patchy," "inconclusive" and even "incorrect," ordering them to pay $500,000 in costs. The Mangawhai sandspit has lost over 420,000 tonnes of sand, yet the company continues to deny responsibility.rnz+1
Jones the Colonial Enforcer
Shane Jones stands as the ultimate colonial enforcer, using his Māori identity to legitimise the plunder of Māori resources. When confronted by 100 protesters in driving rain, Jones was "unapologetic," declaring his "bottom line was that he was pro industry, and pro economic growth".rnz
His dismissal of environmental concerns reveals the colonial mindset perfectly: "I utterly reject the orca lady saying that somehow a marina is going to worsen the survival prospects of the killer whale". This contemptuous reference to marine scientists demonstrates how the neoliberal project reduces all knowledge to economic calculation, dismissing Indigenous and scientific understanding alike.rnz
Jones weaponises whakataukī to justify colonisation, claiming protesters should expect "return fire" and invoking the saying "te kaupapa, tātāngia, te tangata, kei wetewetengia" (be hard on the issue and soft on the personality). Yet there is nothing soft about gifting ancestral waters to foreign capital while silencing mana whenua voices.
The Neoliberal Blueprint Exposed
The fast-track legislation follows the classic neoliberal playbook perfected since the 1980s. As outlined in the coalition's systematic dismantling of democratic processes, we witness "a thunderous cascade of change and reform" that prioritises speed over scrutiny.rnz
The system's corruption runs deep. Political donations reveal the captured nature of decision-making: NZ First received donations from McCallum Bros and other mining companies, while National received donations from Russell Property Group and other developers with projects in the legislation. The advisory group's composition exposes the sham consultation process. Most panellists were "put forward by ministers or political parties," creating a closed loop where corporate interests select their own assessors.nzherald
The David and Goliath Reality
Kohu Hakaraia captured the power imbalance perfectly: "We're really marginalised and disadvantaged because we don't have the same resources as they do. It's David and Goliath". While developers commission unlimited expert reports, hapū struggle with limited funds to defend their ancestral lands.rnz
This asymmetry is by design. The fast-track system eliminates public consultation, compresses timeframes, and concentrates power in ministerial hands. When 14,000 people signed a petition opposing Bream Bay sand mining, the government ignored them. When local councils and boat clubs opposed the Waipiro marina, they were dismissed.rnz
The system's anti-democratic nature extends to Treaty breaches. As Taranaki hapū have appealed to the UN, fast-track processes violate Indigenous rights by removing appeal rights and consultation requirements.rnz

Bream Bay threatens the critically endangered tara iti (New Zealand fairy tern) with only 40 adult birds remaining. WWF described the legislation as "an unprecedented assault on nature and democracy," noting how it gives Ministers "unprecedented sweeping powers to green-light new infrastructure projects such as coal mines and fish farms, while turning a blind-eye to the impacts they could have on the environment and local communities".rnz
The government's own targets reveal the extractive agenda: doubling mineral exports to $3 billion by 2035. This colonial extraction model treats Aotearoa as a quarry for global capital while Indigenous communities bear the environmental costs.nzherald
Implications
The implications of this corporate coup extend far beyond individual projects. We witness the systematic demolition of environmental protections built over decades of struggle, replaced by a system that treats nature as a commodity and democracy as an inconvenience.
For Māori, the fast-track regime represents a fundamental assault on tino rangatiratanga. By removing consultation requirements and appeal rights, the government breaches Te Tiriti while claiming to respect it. The appointment of Māori like Jones as enforcers of colonisation reflects the sophisticated nature of contemporary imperial control.
The broader pattern connects to global trends where neoliberal capitalism captures democratic institutions to serve extractive industries. From deep-sea mining in the Pacific to land grabbing in Africa, we see the same blueprint: speed up approvals, silence opposition, privatise profits while socialising costs.

Shane Jones embodies the colonial subject perfectly - using his Māori identity to legitimise the pillage of Māori resources while serving global capital. His dismissive arrogance toward protesters, contempt for environmental science, and weaponisation of cultural concepts to justify colonisation reveal the sophisticated nature of contemporary imperialism.
The fast-track legislation represents more than policy change - it constitutes a coup against democracy and Te Tiriti. By concentrating power in ministerial hands while eliminating public consultation, the coalition government has created a system perfectly designed for corporate capture.
From Waipiro Bay to Bream Bay, we witness the same pattern: wealthy developers backed by captured ministers override Indigenous rights and environmental protection for private profit. The 100 protesters who confronted Jones in driving rain represent the spirit of resistance that will ultimately defeat this colonial project.
The time for polite submission has ended. As communities organise, iwi assert their rights, and the environmental costs mount, the fast-track regime's contradictions will expose its unsustainability. The question is not whether this system will fall, but how much damage it will cause before collapsing under the weight of its own corruption.
Our tūpuna fought colonisation with courage and determination. We honour them by continuing that fight, protecting our whenua and moana for future generations, and building alternatives based on manaakitanga rather than exploitation.
