The Government wants you to believe Te Tai Tokerau is a “big winner.”

The numbers tell a different story—one of calculated dispossession.

Housing Minister Chris Bishop stood before cameras on 20 November 2025 and declared the Far North would receive 120-130 new homes under his “data-driven” Housing Investment Plan.

The headline writes itself:

Far North among biggest winners in new Govt housing plan.

But here’s what the press release doesn’t say:

this “win” comes after Bishop’s government cancelled 40 Kāinga Ora projects in Northland that would have delivered at least 450 state homes.

The math is simple:

450 homes gone, 130 maybe coming—if providers can navigate a contestable fund that excludes Kāinga Ora entirely.

For the foreseeable future, Kāinga Ora is explicitly barred from accessing the Flexible Fund. Bishop states they must “get their books back in order” while simultaneously writing down $150-180 million in sunk costs from cancelled projects and selling off 36 hectares of vacant land. The plan prioritizes whānau Māori as a cohort, but uses narrow financial metrics that ignore mātauranga. Census data and housing registers cannot capture the whakapapa connections to whenua, the intergenerational trauma of housing dispossession, or the cultural necessity of papakāinga living. As reported by the Northern Advocate, community groups report housing need in Northland is “perhaps around three times the official figure” of 1,011 applicants on the Housing Register as of June 2025.

4. The Contestable Fund Model Benefits Private Developers Over Māori Providers

While the government has established Crown lending facilities of $150 million and a loan guarantee scheme for community housing providers, these mechanisms favor large-scale providers with existing capital and borrowing capacity. Māori-led papakāinga developments—receiving $426 million in Māori housing allocation since December 2023—must now compete in a market where Kāinga Ora, the state housing entity, is deliberately sidelined.

Homes from this fund won’t be tenanted until mid-2027 to late-2029. This places delivery safely after the next election cycle. Meanwhile, 19,000 applicants remain on the Housing Register—numbers Bishop’s own officials admit are severe underestimates.

Under Labour, 12,000 additional public homes were delivered by June 2023, with Labour delivering on average the most public homes per year since the 1950s. Meanwhile, Labour’s housing spokesperson revealed that under Bishop’s watch, only 45 homes have been built with National’s funding by September 2025, and Kāinga Ora will end the year with 177 fewer state houses than when he took office.   • Demand immediate completion of the 40 cancelled Northland projects. The Flexible Fund should be redirected to finish what was started, not create new bureaucratic hurdles.
  • Insist on Māori Housing Authority status for Kāinga Ora when working with iwi and hapū, recognizing tino rangatiratanga over housing solutions.
  • Require full transparency on the 36 hectares of land Kāinga Ora intends to sell—much of it likely suitable for papakāinga.
  • Challenge the contestable fund model that pits desperate communities against each other for inadequate resources.

Chris Bishop presents a taiaha of “data-driven” investment, but the edge is dulled by deception.

The Far North is not a winner—it is a victim of a calculated strategy to reduce state housing capacity while claiming to enhance it.
