They tell you “red tape” is holding New Zealand back. That is a lie. The “red tape” David Seymour wants to burn is the only thing stopping us from becoming a full-service laundromat for Autocracy, Inc.

1. THE GHOSTS IN THE MACHINE: How We Served the Kleptocrats
We like to think we are clean. We are not. We are the “white-listed” face of dirty money.
- The Moldovan Mastermind: Vladimir Plahotniuc. He is accused of orchestrating the “theft of the century”—a $1 billion bank fraud that emptied Moldova’s treasury. Where did he hide $180 million of it? In the Otiv Trust, right here in Aotearoa. Administered by Asiaciti Trust in Auckland, this structure paid out $100 million to Swiss accounts while Plahotniuc’s people suffered. The trust allowed him to remain anonymous, tax-free, and untouchable RNZ.
- The Russian Ammonia Kings: The Makhlai family, Russian billionaires behind the ammonia giant Togliattiazot. They used New Zealand foreign trusts—set up in Auckland—to hide control of their empire and strip assets to avoid taxes. Their NZ trusts held everything from Spanish villas to oil tankers NZ Herald.
The Enabler: Asiaciti Trust (Auckland office). They marketed New Zealand to the world’s elite as “an onshore trust with offshore benefits”—code for “we look respectable, but we won’t tell anyone who you are” NZ Herald.

The Handover: Behind the glass facades of Auckland’s trust offices, the wealth of nations is stolen and hidden.
2. THE NEW THREAT: The Billionaire in the Sounds
You think this is history? It is happening now.
Meet Peter de Putron. He is a British hedge fund manager and a billionaire based in the tax haven of Jersey. He is controversial—known for funneling donations to the UK Conservative Party through obscure channels to avoid bans on foreign funding Greenpeace.
The Connection:
De Putron has bought 1,780 hectares of our beautiful whenua in the Marlborough Sounds—specifically the Underwood Forest and land at Port Underwood.
- The Shell Game: He didn’t buy it in his own name. He bought it through Issoria Offshore Ltd, a company registered in the British Virgin Islands (BVI). The ultimate shareholder? Peter de Putron.
- The OIO Decision: The Overseas Investment Office signed off on this in 2019 LINZ.
- The Political Link: In 2024, de Putron met with David Seymour, our Minister for Regulation. Seymour confirmed the meeting but claimed donations weren’t discussed. Why is a BVI-based billionaire meeting with the Minister in charge of cutting regulations? The Spinoff.
This depletes the mauri of the land. Papatūānuku is not an asset class for absentee warlords. When the land is owned by a ghost in the British Virgin Islands, who is the kaitiaki? No one.

3. THE BETRAYAL: The “Regulatory Relief” Deception (2025)
Anne Applebaum warned us: autocrats work together. Democracies must tighten their nets.
What is New Zealand doing in late 2025? We are cutting holes in the net.
The Stalled Register: For years, we promised a Beneficial Ownership Register—a public list of who actually owns the companies and trusts in NZ. It is the single most effective weapon against money laundering. It has been stalled. The current government says it is “not a priority” IFC Review.
Seymour’s Bonfire: In November 2025, Associate Justice Minister Nicole McKee and David Seymour announced changes to the Anti-Money Laundering (AML) Act. They framed it as “helping parents open bank accounts for kids” and “removing insanity.”
The Reality: They are loosening “risk-based” checks. They are stripping away the verification requirements that catch the Plahotniucs of the world. By making it “easier” for business, they are making it easier for the cartel Beehive.
They call it “Regulatory Relief.” I call it Kleptocrat Comfort.

Close the BVI loopholes. If Peter de Putron wants to own our land, he buys it in his own name, not through a shell company in the Caribbean.
To the Whānau:
Wake up. The “cost of living crisis” is fueled by this. When billions of dollars of dirty money flood our housing and land markets, you pay the price. The Ring is here. We must cut it from their hand.
